Make Congress Obey the Constitution --


Calling all constitutionalists! Here's a bill you'll be glad to support: The Enumerated Powers Act, H.R. 450 and S. 1319, "To require Congress to specify the source of authority under the United States Constitution for the enactment of laws, and for other purposes."

Here's the key provision of H.R. 450 (S. 1319 reads virtually the same): "Each Act of Congress shall contain a concise and definite statement of the constitutional authority relied upon for the enactment of each portion of that Act. The failure to comply with this section shall give rise to a point of order in either House of Congress."

Sixty members of the House are already cosponsors of H.R. 450. There are 22 cosponsors of S. 1319 in the Senate.

Take advantage of the heightened receptiveness of Congress in this momentous election year featuring a rapidly growing constitutionalist movement to help convince your representative and senators to support the Enumerated Powers Act.

Use these bills to put the pressure on your representative and senators to adhere to the Constitution. Phone and email them. Ask them to cosponsor these bills and work to bring them to the floors of the House and Senate for a vote. Get them on the record on their support or lack of support for obeying the Constitution.

Also use these bills to vet and influence candidates for the House and Senate in your area. Click here for a blog with similar title and content as this email that you can use for this purpose. The goal is to have a majority of constitutionalists in Congress that will abide by the enumerated powers of the Constitution.

Page 27, after line 7, insert the following new sectionSEC. 111. NATIONAL ACADEMY OF SCIENCES STUDY ON THE ROLE OF COMMUNITY COLLEGES IN CYBERSECURITY EDUCATION.

Not later than 120 days after the date of enactment of this Act, the Director of the Office of Science and Technology Policy, in consultation with the Director of the National Coordination Office, shall enter into a contract with the National Academy of Sciences to conduct and complete a study to describe the role of community colleges in cybersecurity education and to identify exemplary practices and partnerships related to cybersecurity education between community colleges and four-year educational institutions.

Mr. Chairman, I rise today in support of my amendment to the Cybersecurity Enhancement Act, H.R. 4061. Put simply, this amendment would require the National Academy of Sciences to conduct a study on the role of community colleges in cybersecurity education. It would also identify best practices related to cybersecurity education between community colleges and 4-year educational institutions.

By now, we all recognize the need for the underlying legislation. It was made even more evident following the State of the Union last week, when numerous congressional Web sites, including mine, were hacked by foreign actors. Without a doubt, we need to improve our national cybersecurity infrastructure. As the United States transitions into a future which addresses such cybersecurity issues, it will become increasingly important that we adopt advanced job skills and technological savvy. Unfortunately, a high school diploma is often not enough to qualify for the jobs of tomorrow. Recognizing the need for additional education, workers often return to technical schools and community colleges to obtain advanced training.

My amendment will serve to strengthen the community colleges that already play an important role in many of our districts. As demand for a skilled cybersecurity workforce continues to rise, we must be ready to supply it. This amendment will ensure that community colleges will play a role in providing these personnel that will be needed in the future. (leave our education alone Bobby)
